Workforce Statistics and Analysis

To help ensure that the state meets its obligation to provide equal employment opportunity and has non-discriminatory employment practices, the SPB collects statistical information about the state civil service workforce. This information is monitored and analyzed to identify any indications of employment discrimination that need to be further investigated. When non-job-related employment barriers are identified, state agencies are required to take timely and effective action to eliminate them.

Government Code Sections 19795 and 19797 require state departments to annually conduct an analysis of their workforce in order to identify significant underutilization of racial/ethnic and gender groups that may be an indication of employment discrimination. Where significant underutilization is found, departments are required to identify the causes, and, if the cause is a non-job-related employment barrier, to eliminate the barrier. Below is information that provides state departments with general workforce statistics and guidance on how to complete the annual workforce analysis.
